Be able to link TM plans to events

You can only link permits and licences to traffic management plans in the traffic management module. You should be able to link all activities inputted on Street Manager, such as events, to TM plans drawn on one.network.

Already made Causeway aware of the issue, but they're refusing to do anything unless I add this to the ideas portal
