Published AND Unpublished Step 2 Items

I think it would be useful to choose some published and unpublished (visible only to traffic management module users) of step 2 items.
The specific example I have in mind is when we have a closure of a primary road which also closes the junctions of adjoining roads.
The public users could see the primary diversion, but not the smaller diversions for the junction closures.
This would be a 'cleaner' view for the public but also prevent us approving planned works on the subsidiary diversions.
