Add a layer/toggle for Bus Gates

We have several chargeable bus gates within the County but no visibility of these other than local knowledge. It would be useful to have these plotted as a physical reminder for coordination that if diversions (planned or reactive) have to be employed that pass through bus gates that it triggers a conversation/notification with the enforcement team to switch of the cameras during this period so that invalid fines aren't generated.
