When accessing the website from a VPN, multiple visual challenges are used to determine if the client is a human being. There may be 5-10 challenges before logging in and several afterwards before the site is presented.There's no good reason for this. If verification is really needed in this case, a code sent be email or SMS would be much less frustrating, or an authentication app could be used. It would also enable users to get to the data they need with less delay. Bear in mind that many local authorities use this site to provide roadworks data to their residents.
As an alternative approach, a two-tier system could be used so that members of the public, who need read-only access, use a different portal to the data.

We're currently reviewing the verification process to understand why this behaviour occurs and whether there are more user-friendly alternatives that still meet our security requirements.
Your suggestion of using email/SMS codes or a two-tier access model is helpful and will be considered as part of that review.
