To include an Alert filter for those roadworks with 'No Emergency Access'

This would be very useful for those emergency services that utilise your website to inform their responding crews of planned roadworks in their areas. I work for the Fire Service and am in the process of setting this up for our crews, but it would be far more beneficial to us if those with emergency access could be filtered out so that the crews can focus on those that will require them to take an alternative route in an emergency.
